I think you mean
pass = piglit_check_gl_error(GL_NO_ERROR) && pass;
since this function returns void.

I think we need a separate query. There is the potential that
GL_MAX_UNIFORM_LOCATIONS is much smaller than
GL_MAX_FRAGMENT_UNIFORM_COMPONENTS. Imagine an implementation that
advertised 1024 for the former but 16536 for the later. In that case,
the shader would link.
