To be honest I'm not sure, isn't there some dependency between
GL_MAX_FRAGMENT_UNIFORM_COMPONENTS and GL_MAX_UNIFORM_LOCATIONS? I know
it's not visible from the spec but to me it seems that
GL_MAX_UNIFORM_LOCATIONS should be calculated from the limits specified
by hw? (which GL_MAX_FRAGMENT_UNIFORM_COMPONENTS and
GL_MAX_VERTEX_UNIFORM_COMPONENTS are representing)
