That really sounds more like an igt bug than a piglit bug.

Piglit when not compiled only depends on python and six (there are some other
optional libraries), but definitely not libpng or libprocps.

With IGT piglit is just acting as a wrapper to add additional functionality
(dmesg checking, process isolation, resume, etc); either the messages being
generated by igt when there are missing dependencies are insufficient, or the
wrapper layer in $piglit/tests/igt.py are insufficient, either way this is
really an IGT related problem.
