What's the problem again? You're proposing solutions, but I haven't seen a
problem description. What's a sequence of GL calls + replies that you feel is
done incorrectly?

Saying "xyz doesn't work in piglit's shader_runner" could just as well be a bug
in the input to shader_runner or an unexpected input into it.

If I were you, I'd assume that the current code in mesa regarding exposing
extensions is correct and look for problems elsewhere.

This bug is filed against piglit... is the supposed issue in piglit somewhere?
