problems with pkg-config version 0.18

Hi there!
I'm having trouble with the (very) recent 0.18 version of pkg-config.
Here's a brief description of the problem :
I'm getting the following error when running the configure script
generated by autoconf :

...
checking for pkg-config... /home/mlepage/Prog_Install/bin/pkg-config
checking pkg-config is at least version 0.9.0... yes
"checking for DEPS... configure: error: The pkg-config script could not
be found or is too old. Make sure it
is in your PATH or set the PKG_CONFIG environment variable to the full
path to pkg-config."
...
------------------------------------------------------------------
Which I did not get while using the 0.17.2 version (if I reinstall
.17.2, everything is back to normal).
Here is more information on my setup :
autoconf 2.59,
automake 1.9.5
libtool 1.5
pkg-config version 0.18.0
I have the same problem on linux (fedora core 1) and on Mac os X
panther.
The attached 'Ace_Server.tar.gz' is a project that cannot succeed with
0.18. I usually ran './autogen.sh' followed by './configure' in the
'Server' root directory. I have also attached a compressed 'config.log'
that results from taking such an action.
