pkg-config 0.23 released

Hi, all

I just released 0.23, not the most exciting release, except if you're
cross-compiling:

pkg-config 0.23
===
 - Add support for setting sysroot through PKG_CONFIG_SYSROOT_DIR in
   the environment.
 - Update included glib to 1.2.10.
 - Other minor fixes, including a segfault.

Available from
http://pkgconfig.freedesktop.org/releases/pkg-config-0.23.tar.gz, as
usual.
