Mingw patches for pkg-config

[LRN]

I've attached the script that builds pkg-config-0.25 using MinGW/Msys 
and packages it according to mingw packaging standard (well, almost; 
release notes are not complete yet).
You'll probably be interested in patches that go along with it, because 
with them pkg-config can be built OOTB using built-in glib-1.2.10, and 
passes all tests (with some test adjustments).
