Mingw patches for pkg-config

| I've attached the script that builds pkg-config-0.25 using MinGW/Msys
| and packages it according to mingw packaging standard (well, almost;
| release notes are not complete yet).
| You'll probably be interested in patches that go along with it,
| because with them pkg-config can be built OOTB using built-in
| glib-1.2.10, and passes all tests (with some test adjustments).

We've dropped the embedded glib now, so that bit isn't very useful any
longer, but if you could update the patches to be against current git,
I'll take a look at merging them for 0.26.
