Errors building 0.25

I initially tried building 0.26 but read online that there were problems
with dependencies so I am trying 0.25 instead.  The build environment is
MSYS on Windows 7 64-bit.

I successfully rang configure but now get the following errors when running
make:

It clearly can't find glibconfig.h

How can I get this to build?
