Okay, because the script you attached shows a manual mknod call. make
sure plymouth is started after udevd is triggered or it won't know to
wait for the coldplug to complete.

Oh weird. Can you put
plymouth.debug=stream:/dev/kmsg
on the kernel command line then boot up and post dmesg ?
