Yes, they are.  You can contribute in any area you like -- the easiest
way for me to manage right now is to:

1: Get a Github account, if you don't already have one.
2: Fork https://github.com/pm-utils-hackers/pm-utils.git
3: Hack/test/commit/repeat
4: Issue a pull request.
