Hi Red1,
I have been looking at Policy Kit code for few months.
I think you can specify user id, along with allowed action ids, in Policy.conf file.
But I DONT THINK, you can specify user-ids in .policy file.
David Zeuthen author of Policy Kit, can confirm this.

Without modifying Policy.conf ?
