Next steps in polkit

Hello all!

It seemed like a good idea to post the status about polkit.
What's about to happen next after release 0.116?

There is lot to do, summarized in the list below, hence please be patient
if your merge request is not carried out for long. Don't worry, I'm working
on them.

1. switch the README, NEWS, etc. files to markdown
2. enable gitlab-ci and Releases on polkit upstream gitlab
3. carry out MR #2 #2: Meson
<https://gitlab.freedesktop.org/polkit/polkit/merge_requests/2>  // can be
flipped with [2.] in dependence on what is more doable in lesser time
4. Merge request #30: Harden systemd service
<https://gitlab.freedesktop.org/polkit/polkit/merge_requests/30> // this
will swallow a lot of time
5. (in future not specified) enable gitlab Pages

First three changes are important for more stable, easier, automated and
hence more comfortable delivery of next polkit releases.
Again, please be patient, your MR is not ignored ;)

Any opinion and contribution welcome.
Speaking of which, thanks again for all your work on 0.116!
