fix PS tiling patterns

The attached patch should fix all the problems with PS tiling patterns.

The PDF is in bug 40076. I did some more testing with the Brother printer and
found the problem only occurs when using the -level3 option. For now I will
change the PPD file to make it a level2 printer until I can find a better fix.
