Could you attach the PDF so I can check what sort of fonts it contains.

I have attached a zoomed in view of your screenshot. The chromium text is
anti-aliased. The evince text looks like it is a bitmap font. In general bitmap
fonts don't scale well. Without seeing the PDF I can't tell if poppler is doing
a poor job of the scaling or if it is just a low resolution bitmap.
