This is what scripts are for. It is trivial to write a script that creates a
tmp directory, runs pdftocairo, zips up the files in the tmp dir, and cleans
up.

We don't want a bunch of extra code, external dependencies, additional testing
and maintenance in order to support such an esoteric use case when it can
easily be achieved with a script.
