[poppler] Bug 4557 - 1

G'day team,

I've been looking at bug 4557, which basically covers "non-ascii password not 
accepted".

The problem is that the password needs to be in Latin1 encoding. There is also 
an additional problem with encoded passwords in the test example.

Here are a couple of files that I've created that show the problem. These need 
to be installed into the test module, in the unittests directory.

I'll post the matching unit tests and API docs changes for this in a bit.
