[poppler] Proposal: Poppler 0.8 release plan

I don't understand your suggestion. Why would using 0.7.80 be better
than 0.7.0? Or did you mean 0.6.80? One probably with using something
like: 0.6.80 is that you'd have to guess how many prereleases you were
going to have before going final.
