[poppler] Poppler 0.16.3 released

and, libpoppler soname bump 12 -> 13 , intentional?

And, for posterity, if similar does happen in the future, please do mention 
it in the changelog.  Packagers (such as myself) would certainly be much 
appreciative to be aware of it in advance.
