[poppler] Missing language pack for 'Adobe-Japan1' mapping error when using pdftohtml

In Your case the folder should be

C:\pdftohtml\share\poppler

Here You shoud extract poppler data dir, so that You have the structure 
under poppler
cidToUniCode
cMap
nameToUnicode
unicodeMap

xpdfrc is NOT needed, this is only used if You use tools from xpdf.
