While the XFA specification is a separate document, it is normatively referenced in ISO 32000-1.  Exactly the same way that TrueType, Flate compression, etc. are referenced.

That file uses XFA, XFA is not part of the PDF standard. 

Contact your government and tell them they should fix their PDF files to be standards compliant.
