Okay, I've committed, and I appreciate the opening for
what I was going to bring up as Misc cleanup #3:
I'd like the all target to depend on scripts, and I'm
not sure why it doesn't.

The only reason I could fathom to not do that is for someone
who was doing 'make release'.

Anyone object if I make all depend on scripts/manpages/web pages,
and then have install depend on all?
