[Portland] First xdg-utils beta release

This is to share the happy news that since a few days already the first
xdg-utils beta is available from:

	http://portland.freedesktop.org/download/xdg-utils-1.0beta1.tgz

The curious that don't want to bother with unpacking tarballs can read
the documentation here:

	http://portland.freedesktop.org/xdg-utils-1.0beta1/

All this information and more is, as always, available from:

A second beta is expected in July, which will include a test suite that
is being developed by Bryce Harrington and Tom Whipple:
