[Portland] xdg-desktop-menu on RHEL 4

Hi,

My application creates a system menu with three sub menus and few menu
items. In gnome on RHEL4, randomly some times few menu items OR sub menus
are not displayed even after restarting gnome-panel.

I have checked /etc/xdg/menus contents, everything is properly placed. Is
there any known problem OR I am missing some thing?
