[Portland] Proposal: Rework the current xdg-utils. (with implementation details)

Just to add my voice to the call for renewed energy--I signed up to the
mailing list because xdg-utils always seemed to me like a very important
idea, but with a very clunky implementation, and I was interested to see if
people were looking to build the missing bits of the interface (like the
DAPI John mentioned). I was rather disappointed to find that nobody did seem
to be working on that.
