[Portland] Adding support for xfce4-sreensaver to xdg-screensaver

There are certainly people who can merge things: 2 merge requests got
merged in 2020. But there hasn't been a release in nearly 3 years, and
there are open pull requests even for small changes which aren't getting
any comments. I see Rex Dieter (CCed) looked at MR 15 a couple of weeks ago
- maybe he can say more about the maintenance status of xdg-utils.

I see that one of the other open MRs is also trying to integrate XFCE
screensaver support (
https://gitlab.freedesktop.org/xdg/xdg-utils/-/merge_requests/36 ). If
there is anyone willing to review & merge changes, you might strengthen the
case by working together with the author of that one (agree on an approach,
have one of you review what the other did).
