#467: padsp does not honor 'default' Output Device selected via PA Volume Control

I am running Fedora 10 x86_64, with the latest PulseAudio packages
(0.9.13-6.fc10), on an AMD 780G chipset motherboard with onboard Azalia-
compatible sound chip. Sound was working fine with the onboard sound chip
with analog speakers.
I have a new set of 2-channel USB Audio speakers using the Megawin chipset
which are the speakers I intend to use as the default.
{{{

Bus 005 Device 002: ID 0e6a:0310 Megawin Technology Co., Ltd
}}}
The Megawin USB speakers are not recognized by ALSA, it complains about a
rate mismatch.
{{{
ALSA sound/usb/usbaudio.c:1308: current rate 33024 is different from the
runtime rate 46875
}}}
However, it works with the OSS drivers, as well as with PulseAudio (which
I presume is using the OSS drivers to drive the speakers). This was tested
using the Fedora System->Preferences->Hardware->Sound applet.
Some applications such as Rhythmbox (gstreamer-based?) works fine with the
USB speakers when the PA Volume Control selects the USB speakers as the
default sink. Nonetheless, I cannot get 'aplay -D pulse
/usr/share/sounds/error.wav' to output sounds to the USB speakers, it
would always be routed to the onboard Azalia sound chip instead.
Similarly, I am using padsp to wrap VMWare-Player 2.5 for audio output. It
always sends the audio stream to the onboard Azalia sound chip, it does
not honor the 'default' setting of the USB Audio Speakers selected via the
PA Volume Control applet.
