 This sounds feasible. I've heard of several VoIP QoS systems actually
 making things worse (with VoIP in several instances!). Not sure if there
 is a protocol or anything we can do to behave better in this instance. You
 may get more luck discussing this on the mailing list to get a little more
 eyes on the topic...
