 Sounds like a strange use case. So you "need" to use system mode? And
 still bluetooth is somehow relevant?

 Anyway, in the system mode runtime module loading is usually disabled.
 However, module-bluetooth-discover needs to be able to load modules at
 runtime in order to function. I would guess that this conflict is what
 prevents the bluetooth sink from appearing. The partial log that you
 pasted doesn't give any information about what's happening in module-
 bluetooth-discover.

 You can allow module loading in the system mode by starting pulseaudio
 with the --disallow-module-loading=no option, or by setting the allow-
 module-loading option in /etc/pulse/daemon.conf to "yes" (command line
 parameters override configuration files). This is a security risk, but
 maybe you can live with it.

 Personally, I don't see why --disallow-module-loading should prevent
 server-side module loading - I think it would suffice if the option would
 only disable module loading through the client interface.
