#899: atomic, programmable interface?

I see no decent way except pactl and pacmd to control Pulse. How about an
atomic interface, DBus or pythonic or otherwhise? Non-atomic shell control
by pulsectl and pulsecmd is not acceptable -- pulse doesn't even have a
 parseable output option !
