#897: include vumeter samples in the remote protocol

Comment(by coling):

 Gah, I'm clearly not thinking right. I had it in my head that a monitor
 source for a tunnel sink would end up pulling in network traffic... but
 obviously it doesn't need to; we are only showing the VU of that virtual
 sink, not the VU of the sink it's ultimately connected to - I didn't
 really click about that. I didn't know off hand about the
 PA_SOURCE_NETWORK flag, but that's obviously the best way to exclude them.

 All the other optimisations likely still stand, which will have a good
 effect when dealing with connecting pavucontrol to a remote server
 (therefore everything goes over the network!).

 You mention not using the DONT_INHIBIT flag with normal sources. Is there
 a problem with suspending normal sources? (or is it that the VU typically
 shows background noise from mics etc. (blow on the mic, see the VU in
 action) that the user may want to see?)
