Thanks but seems this doesnot work well, i met some new errors;
gst-launch-0.10 -v souphttpsrc location=/home/xingchao/tmp/1299597316159.mp3 !
decodebin2 ! pulsesink
Setting pipeline to PAUSED ...
Pipeline is PREROLLING ...
ERROR: from element /GstPipeline:pipeline0/GstSoupHTTPSrc:souphttpsrc0: Error

Please note it doesnot work either even i add "proxy" parameger for
souphttpsrc.
