meanwhile i found "souphttpsrc" works well with "filesink":

$ gst-launch-0.10 -v souphttpsrc
location=https://bugs.freedesktop.org/show_bug.cgi?id=65703 ! filesink
location=/home/xingchao/gst-launch-test.html
Setting pipeline to PAUSED ...
Pipeline is PREROLLING ...
Pipeline is PREROLLED ...
Setting pipeline to PLAYING ...

And it doesnot need "proxy" setting, it may use system proxy by default.
