The driver claims that the sound card provides hardware volume control, but
actually it doesn't. Should PulseAudio ignore all hardware volume controls,
because on some cards they do nothing? Surely not. There's no way PulseAudio
can automatically figure out whether a hardware volume control does something
or not, other than by having a list of hardware with broken drivers. Rather
than working around broken drivers in PulseAudio, the drivers should be fixed.
