I am not sure I get what your problem is. Generally, while PA can do
digital amplification for streams we don't export this functionality
in the UI since this generally doesn't make too much sense, unless we
add some dynamic range compression code to PA, because otherwise you'd
get clipping for most sounds.

YOu can always decrease the volume of all other streams if one stream
is already at 100% and still too low in volume.
