Had a similar problem with some embedded VIA h/w too. I've had a similar
issue in the past myself with some embedded something or other.

I now it is an alsa bug, but if it's common, perhaps a workaround could
be added to pulse to allow a config option to override the default of
Master then PCM? (e.g. switch the order)
