[pulseaudio-discuss] Some cookie generation fixes

Hello,
A couple of patches follow to make things better-behaved on a fresh system. I
came upon this on a clean install of my Android port, but it should also turn
up on fresh installs on headless systems where nothing is creating ~/.config
before us. Also, the new cookie path requires that its path exists before we
try to create the cookie file itself.
