The Cendio binaries are ancient. They are from time when there was no
"card" concept in pulseaudio, and therefore
pa_context_get_card_info_list() is not supported.

I don't know if there are Windows binaries around for newer pulseaudio
versions (compiling from source should work, but I don't know the
details of setting up the build environment on Windows).
