Pulseaudio does not automatically load module for my alsa card, must load manually

Pulsa audio does not automatically load the sink module for my alsa
device and it doesn't work. If I load the module manually, it works. Is
this a bug?
I had to add "load-module module-alsa-sink device_id=2" to default.pa to
get it to work Card 2 is the speakers.

manual load of the module and with it. Sink #5 is in the list with but
not the list without. It corresponds to Alsa card 2.
Also attached is default.pa
Is this a bug? Should I report it as a bug?
