Getting the 6.7 branch tag set

xo-6_7-branch needs to be a branch tag, not just a static location, so 
it's not that easy.

Mike Harris had a suggestion that some mystic cvs admin command could be 
used, but I haven't verified that.

I know I could do it with ed :-)
