Release plan on X.Org wiki

I put the release plan on the X.Org wiki on Friday, but it appears that
my previous annoucement went into the ether.  Here is the release plan:

I already have had some feedback on features that are already in the
X.Org tree, which I have now added to the release page.  As other
changes are made or more information becomes available, I will continue
to update this page.
