[SCIM] About trigger key and English/European mode.

I've already reported a problem using the built in dead keys support 
using the /FrontEnd/X11/Dynamic set to false. When using kmail the 
keyboard dies. On the other hand I have full dead keys support and no 
keyboard dying problem and with uim-anthy or the English/European 
keyboard.

I would say that the best thing to do would be to give the option to the 
user to set the English/European as the default keyboard input if no 
other input is selected and overriding the X ime (something 
like /FrontEnd/X11/Dynamic set on false).

This is my point of view. I may be saying not so coherent things as I'm 
not an SCIM dev nor have gone throw its code.
