[SCIM] SCIM-CVS: I can't switch input methods

I tested "before_implement_properties" and "scim_0_9".
They don't show errors (see "// startup"), but I can't switch input methods.

"Ctrl+Space ->Ctrl+Alt+Up" doesn't work too.

My scim packages break firefox (firefox-build-2004050407).
