It's actually what the spice-xpi-client-* scripts are doing today.
There are just missing G_MESSAGES_DEBUG=.. SPICE_GTK_DEBUG=..
environment to dump some level of spice-gtk logging to syslog.

In short, I would argue:
- to not dump to any $HOME files, except the default
~/.xsession-errors for warning/criticals.
- spice-XPI dump spicec and virt-viewer to syslog
- to enable some spice-gtk debug level (at least for rhel).
- the other use cases are covered with a system configured with
correct environment variables (instead of a special configuration
file).
