Extra star (*) at the beginning of the line. The "not directly related to the release"
looks like a comment for patch reviewer like "should we have this line or
completely remove it?".

I think people would be more interesting on the result of this and
the reason. In this case to avoid very suboptimal case (worth mentioned probably
Windows users?). Also the comment is really developer focused, a normal user
won't read much from this comment (I'm really confused is this file should
just directed to developers or also to users).
