It was released, you can see the 0.14.1 tag at

    https://gitlab.freedesktop.org/spice/spice/tags

Also,

    $ git tag --contains ca4984570f425e87e92abe5f62f9687bb55c1e14
    v0.14.1

So, the 0.14.1 release does contain that commit :)
