A lot of distributions puts those modules in their initramfs and spawns
plymouthd in initramfs. So I think the
plymouthd startup units in systemd will not be much used by 
distributions (for booting, not shutdown). Am I wrong?

I tried launching plymouthd through systemd because on my system the
vconsole/plymouthd/setfont problem arises when plymouthd is started
before vconsole-setup. Then I've noticed that there are really a very
small interval between plymouth shows up and switches to DM.

But it seems that the things you've mentioned makes the reordering
difficult for now.
