Make sure you have the latest version of syslog which supports systemd
properly and follows this:
  http://www.freedesktop.org/wiki/Software/systemd/syslog

Also check if there are possibly needed changes in the Fedora package:
  http://pkgs.fedoraproject.org/gitweb/?p=syslog-ng.git;a=tree
