This looks like an issue with the kernel commit:

+#define MAX_TAP_QUEUES 1024

Dropping MAX_TAP_QUEUES to 50 seems to fix the issue, but anyway udev
should also be able to handle the situation if MAX_TAP_QUEUES is 1024.
