I didn't mean one particular option is forced on users, but the change
of the behaviour - us who prefer no suspend on lid close had our choice
changed. I think it is safe to assume most users before getting systemd
in an update have had a tool which have been governing such behaviour
(often included in DEs) if they wanted it, most of the tools don't know
how to override systemd yet, because it's a new thing, so it would be
considerate to the users to assume by default the tools are handling it,
until such time when most of the tools are programmed to control systemd
config.
